BIMei Ontology (ONT)

The canonical Action Statement registry. Each object has a permanent, dereferenceable IRI https://w3id.org/bimei/{type}/{slug}; identity is language- and version-neutral, and register (canonical / instrument / communication) is a property, never part of the IRI.

Also: the instrument register (Activity Types), the candidate queue (terms proposed into BIMd), and the Units (competency · activity · outcome) + OrgScale.
